Configure E-Mail notifications globally for "Show changed content"

I want to enforce globally for the option "E-Mail notifications → Show changed content"

1. that it is disabled
2. that it can't be activated again

Each user can configure his/her e-mail notifications to "Show changed content" (or not) - See https://confluence.atlassian.com/doc/email-notifications-145162.html

I want to force-disable this globally, but I couldn't find this configuration in the admin spaces.

As it turns out, this is not possible.

But there is some workaround:

1. globally uncheck the checkbox for all users

2. hide the checkbox for all users via CSS
