How can I automate the status change of dependent issues?

I have tasks 1, 2, and 3. 3 is dependent upon 2, which is dependent upon 1. 

All three tasks are To Do or In Progress but 1 gets blocked. How do I automate task 2 and three's status change to Blocked and send a notification email?

You should be able to create an automation rule for the project something like the following screen shot should do what you are looking for

@Gareth Blake-Coggins Great! Thank you! It worked. Now - not all of my issues are Parent/Child, some are just linked tasks, yet this branch doesn't work. Am I missing something?
