I need to edit the "Category" field in a project, but it says it's locked when I go to the field. I know there's a way to do it because it has several screens with different screens in it, but I can't figure this out. What am I missing?!

If you can provide screen images of what you are seeing, that might help.
There is a built-in field named Category which would be locked and editing the configuration of the field is not permitted. That specific field is relevant only to Business type projects.
You can't add that field to other types of projects. It is automatically available in all Business projects, I believe.
Jira does not block administrators from creating additional custom fields and giving them names already used by existing fields. If you are seeing a field named Category appearing in other types of projects, that is likely a second custom field with the same name.

This field has 28 screens, 18 contexts, and 8 projects. It is used specifically for each project. I need to go into one of the projects and add more options to the category field, but it will not allow me to edit. Is there a way to do that?

What is the project type of the affected project? Get that information from the Type column on the View All Projects page under the Projects menu.
Assuming this is a Business project you need to go to the project itself, select an existing issue or add a new one, and add each new value directly into the Category field of the issue. That makes the new values available for selection in issues in that project.
Unfortunately there is not a page specifically for editing the Category values available in a Business project.

Locked fields are Jira system/default fields and cannot be edited in any way.
