Can I reuse a plan

I want to create a plan template so that we can reuse it every month/quarter and as a template for multiple team.

Unfortunately that capability isn't available.

Can I ask why you want to have a plan for each month/quarter rather than a single plan that you have multiple views of to help understand each time frame?

I'm wondering if it's because of the number of issues that would be loaded into each plan or if there are other specific reasons?

It would be really good to understand your use case - it might be possible that we can suggest workarounds (for example using releases or an additional hierarchy level to represent each month / quarter and then filtering for those, or maybe just creating multiple views with each showing a specific quarter?)
