Create report for capacity trend over time vs time spent

Hi All,

    I'm looking for a way to create a report based on Advanced Roadmaps/Portfolio data that could give me a view of team/team member capacity allocation (in story points) trend over time and compare it with time spent.

It doesn't look like something that comes OOTB. 

We are currently running Portfolio for JIRA Server v3.24.0. 

I am wondering if this is something we could implement via the Portfolio API?

Anyone want to venture explaining how this could be accomplished with the API or if there's another way to do this?
