Hello @Mary from Planyway thank you for sharing this detailed explanation about hierarchy and Plans. However, I see a couple of differences between your screenshots and my reality. My organization has the JIRA PREMIUM CLOUD version, and I am the Atlassian administrator(full access). I am not sure what version you used to create your post, but let's go over my current challenges and see if you can help me. I am getting desperate to put the hierarchy to work. 
I am configuring a new project, and I am trying to create this level of hierarchy:
   EPIC
       FEATURE  (customized)

             Story

             Bugs

             Tasks
Very simple eh? 
However, when I am creating the work hierarchy, JIRA isn't respecting the level order:

What should be the level order? The ranking(#) or the work type position? According to the tests I am taking, JIRA respects the work type column order.

If this is true, I removed all levels and  I tried to invert the order by adding the story first. That way, Story would be at the bottom, Feature in the middle and Epic at the top. Fantastic idea!! However, JIRA does not allow me to remove EPIC for the selected option, as if EPIC is mandatorily the highest level.

As you can see in my screenshot, I can't get rid of EPIC. I am frustrated with this configuration, and I don't know if something else needs to be done.

Thank you so much for your detailed comment! I really appreciate you taking the time to explain everything so clearly. 

 

In Jira, the Epic level is fixed as the highest level, and it's not possible to directly reorder it with custom issue types like Feature by just adding a new level. However, Atlassian has introduced a helpful feature that might solve your issue. You can actually rename the Epic level to Feature, so it behaves just like an Epic but with the label you prefer. After doing this, you can create a new Epic level above, which will allow you to structure your hierarchy as  Feature -> Epic -> Story.

 

This way, Feature will function similarly to Epic in terms of grouping issues, and you'll be able to manage it with the same flexibility, including adding children issues below.

If this setup doesn’t work for your team’s needs, another great option would be to use Initiatives (available in Jira Premium and Enterprise with Advanced Roadmaps). With this approach, you can organize your hierarchy as Initiatives -> Epic -> Story, giving you even more structure.
