Afraid not, but it's not very hard to reimplement in a language of your choice. It's rather resource-intensive though (the API doesn't have a search call that can ORDER BY VOTES) so I had to iterate over all questions via https://docs.atlassian.com/confluence-questions/rest/resource_QuestionResource.html and then post-process.
