There are many challenges. It depends on which tools you are migrating, how your tools are set up, which Apps you use, how well organized your user management is, what types of integrations you have and more. The good news is that Atlassian has an article that can provide guidance.
If that documentation doesn't point you in the right direction, I suggest reaching out to a local Atlassian Partner, as they will likely have experience with a lot of different use cases. We do a ton of Server/DC to Cloud migrations here in the US. Unfortunately, it's not quite to the point where you click the magic "migrate" button and you're in Cloud. If you have a fairly complex setup, these migrations can be rather messy.
