I have 'Org Admin' role and have the ability to suspend users who have left the company.
My co-worker has 'Site Admin' sees the 'Suspend User' option in the pop-up menu, but the response is 'access-denied'.

If the site admin role in your organisation does not have the right permission level, that probably means you are already on the centralised user management experience.
If that is the case, you should grant your backup User Access Admin permissions. There is no such thing as a custom admin role you could create or an option to adjust permissions for these high level of organisational roles.
