Can I create elastic agent with Bamboo Starter License?

When I create a elastic agent via EC2, I found that I can create instance via Bamboo but the elastic agent still suck in status "Pending". Is there any restriction on starter license to create elastic agent?

Additional Information:

I am using a customised  AWS AMI image to create instance.

In addition, I cannot access the instance via "elasticbamboo" key which is generated by bamboo server.

Bamboo Starter license is limited to local agents:

"With a Bamboo Starter License, you are restricted to 1 local agent and 10 Jobs."
