I'm getting a 403 but able to hit other endpoints on the project like repositories. Any ideas on what my issue is or if GET is even supported for this endpoint?

The /project/<project_name>/variables endpoint was introduced in Bamboo 8.1 and supports GET normally:

The Bamboo RESPI API documentation found on developer.atlassian.com will always revert to the latest API version. For specific versions, check docs.atlassian.com. The latter can be deprecated at any time.
