Is there a way that I can set up a colleague with access permission to create/manage the user accounts only without any other admin access?

The is no such "User manager-only permission" in Bamboo. To manage local users you must be an Administrator.
Alternatively, you can connect Bamboo to an external User database such as AD, LDAP, Crowd, etc and grant privileges to that user from there so the "User Admin" doesn't even have to have access to Bamboo to manage its users.
