You need an application link between Bamboo and JIRA. More information here

This is already done. We already can create issue like this but not our developers, which have no admin permission.

The feature works like a charm for me as a admin. But I want that our developers can do this too. So i only want to know the permission. Because I think i have to give my developers the priviliges to create a issue from a tests failure. I don't think the feature is malfunctional.
