Who can create Deployment projects and Deployment enviroments?

We see only view and edit plans for Deployment projects and Deployment environments and not sure who could create them with what permissions and where is it set?

Thank you, but what does a deployment project user perform? We are trying to restrict a user from creating deployment plans from using or seeing agents for Dev only and prevent them from creating deployment plans for INT environment and above. How can this achieved? Suggestions?

In this case if you are the bamboo admininistrator you can set permissions by enviroments. Theses actions can be view / edit / deploy  and the administrator is the only user with priviledge to perform the creation new deployments environments or delete the actuals.

If you are looking for a sandbox where users can to perform all actions for example creation of builds plans or deployments proyect I suggest you to install a second instance of you bamboo server as developer license.
