How do I change Team member to an Administrator?

There are several levels of "admistrators" within Bitbucket: see for example: 4 Levels of Bitbucket Server Permissions

Depending on the level of administration the way to perform the settings are different.

I assume your Team member should get some repository or project administration permission: See the steps within the image to add repository permissions (similar is valid for project permissions)
