Configure repos using code under source control

Hey,

We have 13000+ repos in our instance and need to keep most of these under strict control configuration wise. This has been a real pain over the years and we have tried several different approaches.

Now we have a great solution in place that fits our needs very well. It is a git project providing capability to keep repo configuration under source control. This makes it not just possible to centralize certain configurations but we also have full traceability and control over who can make changes. This git project is Open Source and can be fetched here: https://github.com/klarna-incubator/bec
