Any permission is required to create personal repository from Profile in Bitbucket?

Our user can log in our Bitbucket server and try to create a personal repository from Profile, but it shows 401 error page. How can we resolve this error?

Perhaps one of your admins has turned the feature off in the "bitbucket-server-config.properties" file?

e.g., 

feature.personal.repos=true

Controls whether personal repositories can be created.

When set to false, personal repository creation is disabled globally in Bitbucket Server.
