I want to enable the issue tracker for a repository in Bitbucket (Server).
Do i need to install JIRA ?
Unlike Cloud, Bitbucket Server does not come with a built-in issue tracker.
...so you will indeed need to install JIRA. However, if you connect JIRA and Bitbucket Server, you will be able to take advantage of some integrations. For example, commits and PRs in Bitbucket Server can link to any referenced JIRA issues. And JIRA can link to related PRs, branches, and commits. Issues referenced in PR commits can be transitioned from within the pull request too. We are also currently looking at the potential for adding more integration points.
