Looking for a way to enforce repo size limits in Bitbucket Data Center. This feature only appears to be available in the cloud version.

Yes, there is a feature request already gathering interests for this - BSERV-3444 

I would suggest logging in with your Atlassian account and voting for it in order to let the developers known that would be useful to the customers and implement it :)
