The client want to get notified by email only IF , the issue is closed/done/completed/resolved/fixed and tested. She does not want to be notified for any other status change.

In Project Settings -> Notifications page, you can customize the notifications that customers get. (Ex: exclude reporter from many of the nofitications)
Another option (more customized) is that;
