Stop sending emails to users whose repo access has remove

When we remove any user from repo, email should not be sent to him.

Hi Suyog, welcome to the Community!

When a user's permissions are revoked, an email is sent to him to let them know they no longer have access to it. If you have any reason why you wouldn't want them to be notified, you can submit a Feature request.
