The Bitbucket (Server) 25 Users Commercial license we needed were purchased by one group (as requested by me) and so the license was sent to the person in that group who actually did made the purchase. I may need to make the licenses available to a vendor who is doing work for us.  How can I do that?

If the vendor is referring to needing you SEN and/or server ID info you can find this at the licensing settings of your Bitbucket. (See this link)

If he needs to create a test/temp environment that requires a license you can give him your development license or just create a new evaluation license for him to use.
