SQL get all users with admin access to projects

Hi,

does anyone knows how can I get all user with admin permission for all projects in bitbucket? So far I cannot map properly the permissions and the projects. 

Besides, does anyone knows what does the permission_id means? I just see a number and didn't find the meaning so far.
