Why is the total number of users in the Bitbucket server database greater than the number of license

I performed a query on the Bitbucket server database as part of the pre-migration checklist and discovered that the combined total of active and inactive users is lower than the overall number of users in the Bitbucket server database. I would like to understand what factors contribute to the total number of users in Bitbucket server.

I suspect you have also deleted some users.  Bitbucket does not remove them completely from the database because that would break things.

Your suspicion is correct. It appears that some users have been deleted.
