I have a user that would like to not have to manually add multiple users to a pull request every time he creates the request. Is there a way to do that outside of using the API for pull requests?
Without a plugin there is not currently any way to automate or pre-populate the reviewer list, however there are some related open suggestions:

It looks like the Workzone plugin on the Atlassian Marketplace might offer the functionality you want, and there may be others, but you can also vote for the open suggestions to indicate your interest in this feature in the core product.

Yes, we're used to ReviewBoard and in there we could create a "Review Group" which has a list of users.
Then when creating code review requests we would just send it to the group, instead of having to type in all the 10 users on the team every time.
This functionality is sorely lacking ever since we switched to Stash and pull requests. Having to type in 10 user names on every PR is taking a long time.
