Attempting to save a valid URL as component link (e.g. under Other links) fails with a "The provided URL is invalid." error when that link is to a non-public domain. I guess this is because Compass wants to, and won't be able to, provide a smart presentation of the link destination, but in such cases could it just present a raw clickable link instead?

This should not be the case.
Is the problem the UI for adding links?
Once you enter the link, you need to select the 'Add "<the-url>"' option in the dropdown
That should change the view of the link and allow you to save it
After which the thing should just show up in the 'Other links' section.
What are you seeing on your end?
I don't see that drop-down (the Add button is enabled as soon as a character is typed after ://), however I am able to add that IP address.
Upon further investigation there seems to be some validation of the domain name going on:
