Looking at the Compass Pricing site, both the Standard and Premium plans indicate a limit of 35,000 full users.
Definition of Full Users: A full user is a billable user with access to all Compass features available in your plan (free or paid), except administrative capabilities, within the product.
Can someone confirm if my assumption is correct? Specifically, are the "paid" users entered in the "users" field intended only for "product admins"? If so, for a customer with a team of 2,000 developers, would it be appropriate to recommend only 200 paid users?

There are three user roles:
Basic users are free; they have limited features. This role is intended for non-developers.
You pay for full users (and product admins); they get more features. Those features are intended for developers, so we'd recommend 2,000 licenses in this case.
