Is there a way to allow anonymous users to ask questions through the Answers Plugin?

Nope, as the confluence questions plugin license is based on the user count I don't believe atlassian ever considered that scenario (Which is understandable, IMO ).

No, it needs to know who someone is so it can tell them about responses.
