I'm using Web confluence.
When I edit a table on a regular page I get the table toolbar - which has "insert row" icon.
But when I'm editing a table in a meeting notes page that toolbar doesn't show up/ How can I add a row?

Can you confirm if you're using Confluence Cloud?
If so, the new editor has been applied to Meeting Notes pages, so you can add rows this way:
