First is some background info. In our case, we separate users into two groups. One is submission group users who will be submitting records, and the other is reviewer group users that review the records and may need to add comments.
We used edit control button in order to achieve feature/function goal:
"Let reviewers can put comment like approve/reject to a record after submission," as below "comment' button in blue.
However, we encountered the problem that some reviewers can see the "comment" button (in red circle) but some can not, as below image.
Initially we thought may be Confluence page restriction setting difference, but after some trial and error, the results are different from below article. Basically the reviewers can not see the buttons still can not see even we change their restriction setting to have "edit" access to the page.
Therefore, we have two questions that need community's help:
1. How can we let users with Confluence page "view-only" restriction be able to see and access the Confiform edit control button?
2. Or alternatively, is there any other solutions that can achieve our functional goal, that is: Let users can put comment like approve/reject to a record after that record is already submitted?

ps. To add more background, in our design there will be 2 set of users. Submission group will be submitting records, while the other group review, so need a mechanism to let reviewer group edit the records after the submission.

You can put your users as form administrators or form superusers without giving them edit permissions on the page
