I have a form with a smart multi-row. Everything works great. Is there a way to set a default value to a field within a smart-multi row? Specifically a field type = dropdown?

Not really, you cannot set the defaults on a "sub form" fields
Sorry, only for the fields that are in a "current form" you can apply the rules, not on a fields that are in the "connected form"
