Start with https://developer.atlassian.com/display/DOCS/Set+up+the+Atlassian+Plugin+SDK+and+Build+a+Project - there are some general guidelines, and then some sections specific to setting it up with Eclipse.

Those documents are valid for your Eclipse. Unless you mean something other than Eclipse? (In which case, they're still pretty much valid - they work fine for Kdevelop and Geany here)
