We are preparing to install Confluence 6.7 and it seems that the supported versions of SQL are still 2012 and 2014, correct?
Also the Windows OS version that is used for MS SQL can the OS be Windows Server 2016 (SQL 2014)?

Operating Systems: Microsoft Windows, so I assume for the server running Confluence one can use Windows Server 2016.
My DA area wants to confirm that for the SQL server running SQL 2014 that they can run SQL under Windows Server 2016.
The link is vague in saying Microsoft Windows i.e. no versions and if this pertains to Confluence and/or SQL too.

Confluence itself runs under a JVM (either the one that comes with the installer or by you installing a system one and pointing Tomcat at the system Java). As long as you can run it under a supported Java (using the Java 8 that comes with the installer is the best way to go), it doesn't care if it's running on Server 2008-2016.
As far as SQL is concerned, Confluence isn't doing any interaction with the OS on the SQL server. It's just interacting with the presented DB over a JDBC driver. So as long as your DA area is happy running SQL 2014 on Server 2016, that's fine with Confluence.
So the reason for the vagueness in the documentation is that pretty much all Windows Server editions past 2003 will technically work - it's just up to your Windows and DB administrators to determine what they're comfortable supporting. The database requirements are more specifically about SQL - e.g. specific MS SQL versions are listed as supported; it's up to your DB administration team to properly install and configure MS SQL (2012 or 2014) on whatever Windows Server they're comfortable using prior to installing Confluence.
So "yes" to your original questions about versions - hope the extra explanation was useful also.
