Confluence bootstrap/selectsetupstep.action will not load

I have just unpacked Confluence-3.4.9-std, and left all defaults in place, with the exception of changing the port to 8090. However, I get a 404 page everytime I am trying to access the initial setup screen.

I have mucked around with all the LoadBalancer rules and can not tell what is failing where. So far, I have a baseurl setup with 8090, without any hhtp profile or ssl profile. The logs show Confluence starting up just fine. I also deleted all files from CONFLUENCE_HOME and TOMCAT_HOME, as I saw this in a previous post.

I have similar problem. No one has been able to assist yet
