Confluence doesn't send email when adding comment or changing page

Please check below.

With mention someone make log but other is not..

I just check atlassian-confluence.log with tail command.

Like mention or sharing function is OK. (sending mail is OK)

But, normal comment or changing page action can't send a mail to watching people.

I think the issue might be with the core listeners system add-on.

Try this:

You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.

It was one candidate. In fact, I was worred about changing the db.
