Confluence not showing issue links in a table for anonymous views

Anonymous (public but within our network) users cannot see the Jira issue link when it's in a table. This applies for any issue that appears in a table. If it's not in the table than it shows.

We know that the link won't actually work if you don't have the permissions to the Jira project, but you should be able to at least see the issue key and status. 

Applications link to Jira is enabled. All the Jira projects on the screen cap have the same permissions scheme. I found this (CONFSERVER-39845) but I'm hoping there is a workaround.
