Confluence - permissions

Hi,

There are Site permissions and page permissions.
Do the site permissions affect page permissions?

If i have one person in Site permission with edit permission.
And than on specific page i set edit permission without mentioning that person, can this person that is not mentioned in page restrictions still edit the page?

How can i limit permission to set restrictions on certain page?

Site permissions set up who has the potential access to its pages, and page restrictions set up who has actual access.
