Within my team, people are complaining that the amount of notifications send by Confluence is too large. I can attest the fact that everybody is receiving notifications when: A new space is created, a new page is created, a space content is updated.
For now, I am aware of the ``Watch`` option and the fact that if we do not wish to receive notifications anymore we need to deactivate this option. But this means that at least one notification is received whenever a space/page is created. So, as we will be creating a lot of spaces and pages in the future, this is already too much.
My question: How can we stop these notifications from being send at the site level ? Is there a configuration to be done ? And if yes, who has to do it?
As an administrator you may manage the watchers of spaces and pages in the Manage Watchers dialog: Manage Watchers. This will help you reduce email notifications for page changes and new page creation.

A way to reduce notifications for new spaces would be to change the default permissions for spaces, as users only receive notifications for content that they have permission to view. The space permissions are at Confluence Admin>Space Permissions or <Confluence_Base_URL>/admin/permissions/viewdefaultspacepermissions.action.

each of your user has to remove the "Autowatch" setting from their profile:
http://<your confluence-url>/users/viewmyemailsettings.action
Then, they won't get so many notifications anymore

We have the same issue. I had a user go in and set his notifications to "subscribe daily" and he is still receiving all the notifications after a page is created (rather than 1 daily email with all notifications - as described in Confluence Help).
We only use 1 space, do we don't want them to stop "watching" our space in case they miss important updates.
What is the best solution here?

I had this Problem for long time. And it is still not solved.
Here is all that I did for the notifications number to be reduced:
What I actually do is that before creating a space/page, I modifiy (temporary) the permissions of Confluence users.
I actually unclick the "View All" Option and not allow them to see the spaces/pages anymore.
As users only get notifications form the spaces/pages that they have permissions to see, unchecking this option allows me to not send notifications for each creation.
Once I finish the creation of my space/page, I activate this Option back. I am very fast so that I do not interfere with the activities that the users might be doing-
Very important to not foget to click the option "View All" back again because users will not see anything anymore.
I am an Confluence Admin, so I have rights to do this.
