Connecting Confluence to Jira applications for User Management

I am attempting to connect Confluence to Jira for user management.

I have, however, hit a snag.

When I am about to set up the Jira user directory in Confluence:

Under the cog icon and General Configuration

There is no menu item called  'User Directories' in the left-hand panel.

What to do ?
