Error while adding inline comments

I get the following error while adding inline comments. 

The editor didn't load properly. Please reload the page to try again.

This error prompts only for a certain set of users who have access only to view and comments on a page.

User is able to add comments below the page, but not inline comments.

There might be an issue with the synchrony. Please refer to this link.

Also, please check whether disabling collaborative editing resolve this issue.
