My organization has just recently started using Calenders for Confluence but I've had a user come to me not being able to add calendars for them to watch. The calendars they are attempting to add to their watch list show up under "Popular calendars" but when I tried to go search for them and add them individually they wouldn't show up. The user and I tried adding them as a group from Popular Calendars, adding them one by one from Popular Calendars, and then searching for them individually at which point they didn't show up. Does this sound like a specific user issue or something else?

Since you mentioned about not able to even search and add the calendars individually, I would check with the owner of the Calendar if it was restricted from certain users / groups including the permissions mentioned in the Restrict a Calendar documentation.
If a calendar contains sensitive information, or shouldn't be edited by just anyone, you can restrict viewing and/or editing of it. Restrictions in Team Calendars work in much the same way they do in Confluence – allowing you to restrict content to single users or Confluence groups.
Calendars also respect the view permissions of their related space. When you create a calendar in a space, or add a related space to an existing calendar, only people with permission to view the space will be able to see the calendar.
Therefore, can you please confirm that could be the possible case that we are facing here? Thanks.
I don't believe the calendars would be restricted from the users, the person trying to access the calendars is in the groups with access to the pages where the calendars were made. He can navigate to the spaces to view the calendars he wants but he wanted to add them to his so he could see them all in one place.
