How can I create a custom additional button near the content menu

I would like to create an additional button to link into a confluence page.

Is there a way I can create this?

You will need to write an add-on that implements a "web ui module" - these can insert themseleves into menus and other places.  See https://developer.atlassian.com/confdev/confluence-plugin-guide/confluence-plugin-module-types/web-ui-modules
