How can I display or show labels attached to a page by default, without editing the page.

Searching for above returns all kinds of functionality around labels, but I simply want the labels attached to a page to be visible to a reader of the page on visit.  Is this possible?

If a reader visits a page that is labelled as "risk" can the "risk" label be shown to them, making this labelling evident without editing the page?

Users just scroll down to the bottom of the page to view lables.
