I have a solution for this:
1. Open firefox and install iMacros plugin.
2. Open attachments list of the source page
3. Open imacros tab and record macro
4. During record,
a)click properties
b)write target page exactly
c)click save button
5. stop record.
6.play the record with "max 50" option and "play loop" button.
This moved all of my 30 attachments in a minute.

You can also use WebDav for that. Just mount Confluence as a drive and move any attachment in Windows Explorer or Total Commander. Works like charm, no addon needed.
