How can a user manage space watchers?

This question is in reference to Atlassian Documentation: Manage Watchers

We are on Server 5.9.3, and one of my space administrators needs the ability to add people as watchers of this space. When he loads the manage watchers screen, he can add watchers of the current page, but it tells him he cannot add watchers for the space.

This documentation page has a screenshot of a window with an add field for space watchers. How do I enable my user who admins his space? Is this a version/update issue, or a user permissions issue?

Aha–I've discovered the answer in the release notes of version 5.10: it's a new feature in that version.
