I am looking for a system that allows a page owner (or group)to be designated for specific pages and a work flow to prompt periodic reviews of page ocntent.

Ideally,

* Not too complex
* Allows unmanaged pages
* Owner can be a group
* Uses standard Atlassian plugins if at all possible.

Another powerful solution for page lifecycle tracking is Archiving Plugin.

It does everything you mentioned: it is simple to use, can be flexibly configured to ignore page trees or individual pages, and supports the notion of supervisors.
