I'm afraid there is no route to do this.
Community Bubbles is structured to provide forums, and there are migration routes to the new system "Community Forums", but "Confluence Questions" is very different and there's no standard "we have X in Bubbles which should come out as Y in Questions" definition.
I'm afraid you'll need to go over the mapping, analyse your data and decide what shape it should take and either do it by hand, or script something. Bubbles data is effectively Confluence pages though, so it shouldn't be too far off.
