Within the organization, the file sharing mechanism works like a charm. If however I want to share files in a mixed situation with external things become difficult in both ways:
Incoming [want] Receive a file in mailbox, drop at confluence page.
Incoming [reality] Receive a file in mailbox, save on local disk, drop at confluence page, remove the file on local disk
Outgoing [want] Drag the file into mail as attachment.
Outgoing [reality] Download the file from the confluence page, drag the file into mail as attachment, remove the file on local disk
Aside from the additional steps, avoiding the files locally stored on the hard disk is something we are very keen on due to potential security and privacy risks.
Is there a means to overcome this problem?

storing files in confluence is fine for page related things like images, some results or a presentation.
For storing all files inside - I thing Confluence is not the right tool. Better you user some WebDAV implementation, then you have this drag&drop at hand.

Dear @Benji,
Confluence was made for team collaboration and doesn't replace a DMS. Atlassian has not the focus on such systems in their portfolio.
To be honest, I have no solution at hand.
