How to implement approval process to add / update a file in confluence?

I have created a file list page in Confluence to add reference data and config files so that it can be version controlled. I would like to know, how can we implement approval process / workflow for adding new files on this page. Also if someone edits a file and uploads it, someone needs to approve before it gets uploaded to the page. Please advise me how can we achieve this?

While you might be able to cobled together a workflow using a plug in, like the comala-document-control, it really seems a better route to use S/W specifically design to do what you want. Conlfuence solutions tend to revolve around pages and not attachements. In other words, what you want to do is a bit orthogonal to how Confluence works.
