How to only allow admins to create spaces?

We have a fresh new wiki install, I'd like to keep it clean.  I've come up with an Outline and want to restrict the creation of:

- Top level spaces

- Top level pages within spaces

Is there any way to do this?

There's a specific global permission for "create space".  You can leave it with admins.

The pages within a space though, no.  It's the same as any other page. But your space admins can control which page is home.
